The Epistle is included in the earliest versions of the New Covenant (including the Sinaiticus - 3rd century). It is Hebraic in character and explains several hidden meanings of the Hebrew Scriptures, including the higher meaning of sacrifices, food ordinances, the 8-day prophetic week and what it really means to be a Nazarene.
This letter was originally written by the Apostle bar Naba, who split from Paul - and besides the Hebraic character of the letter - this may be the reason it was finally excluded from the canon.
